Networking policy &
procedures
Preamble
In response to increasing attacks on our computer networks,
the Electronics & Computing Facility (ECF) is instituting new network security procedures to
protect all users.
| Connection to the network |
- Only the ECF may make changes to the departmental ethernet
network.

machines, removal of old ones and relocation of any existing ones must be performed by the ECF
only.
- Only machines with the UofT licensed Norton AntiVirus software installed and properly
configured to point to the UofT servers will be allowed on the network.
- Users are not
allowed to share their logins and passwords with other users. In case there are two or more users
with the same login name logged on the system from different modems at the same time, the login will
be disabled immediately. In the case where a user has two telephone lines or two systems at the
same physical place, which the user intends to use to connect to the departmental systems
simultaneously, that user must make special arrangements and have a formal agreement with the
ECF.

| Operating system |
- Installation and configuration of an operating
system are the responsibility of a user. ECF will perform the operating system installation and
configuration for a user if asked to do so and if provided with a legal copy of the operating system
or a valid license. Once the computer has been connected to the departmental network, user is not
allowed to reinstall the operating system. In case the operating system requires reinstallation, the
user must disconnect the computer from the network first. User can than perform the reinstallation
and once it is completed, user must submit the computer for security checkup to the ECF. ECF will
then authorize reconnection of the computer to the departmental network.
- In case user
reinstalls operating system and reconnects the computer to thedepartmental network without required
security checkup by the ECF, the usermay be held responsible for any damages caused to other
equipment and software if the user's machine becomes compromised and/or is used to attack other
machines as a result of inadequate security in the user's installed operating system.
- Any
subsequent modifications of the network setup are to be performed by the ECF.

| UNIX operating systems |
- Only machines with UNIX systems installed by the ECF will be allowed
connection to the departmental ethernet. The ECF will have a root access to all UNIX machines
connected to the network. The ECF will perform all security related system administration of the
machine for a nominal monthly fee (usually 1 hour/month).
- The ECF can authorize a
well-qualified person from the user's group, who will perform system administration of the group's
machines. However, if damages are caused to a third party's equipment that result from a security
breach of such machines, that user may be held responsible.
- The user will be notified
immediately by the ECF if they perform any action on the user's system.
- UNIX machines that
do not adhere to the policy, will not be permitted on the departmental network.
